And you know the answer to this already. There's no money because the scumbag looney Labour government p1ss3d away the country's money and embarked on uncontrolled spending near bankrupting the country. One Mr Brown did that and also sold our gold reserves off for a pittance.

So the situation we see today is a practical impact/legacy of a Labour government that couldn't manage an economy, whose numbers just didn't add up and who, through their mismanagement and bloodyminded arrogance have sealed the fate of millions of Brits for years to come.
There absolutely SHOULD be lots of rehab services for these people but there are few. On the NHS they can get about 7 days of "rehab" support which is useless. It's like taking a clinically obese fatster and thinking you can change their entire life habits and food education in the space of a week.
It just doesn't happen.
Rehab is far more than just getting someone of drink or drugs for a week. It's about talking them away from the circles of people they previously mixed with (who would otherwise put them straight back on drink/drugs), and as a consequence it's about giving them new people to interact with, new interests, things to get involved with, helping them get skills for employment and giving them some sense of purpose.
The NHS just gives them a week of tame rehab and then releases the addicts back into the same social underground.
It's a hopeless situation for these people once they are in it.
But HOUSING there is aplenty. There are emergency shelters who will take people right now, tonight, 100%.
There's a myriad of shelters and services who will accommodate them for long periods of up to 6 months or more. Some of them operate progression schemes where initially the "guests" are accommodated in a mixed commune type situation, they have their own bedrooms but shared lounges and kitchens etc. When they've been there long enough and proven willing and able to get along peaceably, they move into self contained flats where they manage themselves, do their own cooking etc.
There's a ton of services out there. People know the main ones like the Salvation Army but there are hundreds more.
The "homeless" situation is a political con, a convenient fairy story told by unscrupulous politicians who know that the primary stable electorate are utterly clueless about the reality.
Street beggars ARE NOT homeless. They are there to work, to earn money for their drink/drug habits. They choose to be there instead of in available housing because they want any benefits they get to go towards drink/drugs.
That's how it is
That's how it is going to stay
For a very long time
Unless the drugs industry is ruthlessly stopped
Unless proper long term rehab services are provided.
