No Tessa you can't claim if your on DLA you have to be on pension credits, I'm on the top rate of DLA and was turned down because I do not receive any type of pension credit.

the letter they sent me last month definitly stated I could not have it because I was not claiming pension credit Mups.I was replying to post 18 about the warm home allowance which is not the same as fuel allowance, which everyone of pension age gets regardless.

If you are not claiming other benefits you have to claim. If you are receiving certain benefits you do not need to claim. That is the impression I get.

I think I'm getting muddled up between Warm Home Discount & Winter Fuel Allowance. Sorry wishbone.
Aye You're right Mups...Everyone born on or before 5th Jan 1953 gets the WINTER FUEL PAYMENT....but The WARM HOME DISCOUNT can only be paid from Your electricity supplier if You qualify..IE on some kind of benefit etc'...confusing isn't it?
