Ceuta and Melilla are not included on the list of the United Nations non-self-governing territories (gibraltar is). These two moroccan cities are not included on the list because in the 1960s the on july 6 1963, the late king Hassan II and general franco met in madrid's barajas airport to address their pending territorial disputes. And they made an agreement that came to a meeting known as the "Espiritu de Barajas".
Every year, thousands of african migrants, including moroccans, try to cross into spanish enclaves of Ceuta and Melilla. That being the reason the locals don't like being spanish
