explaining that they needed a licence to sell on the street should have been enough. To go and fine an innocent 5 yr old is disgusting, even though they are too young to be prosecuted anyway.

The council are rescinding the fine I believe, but the actual jobsworth that dished out the fine must be a total knob....

I completely agree.

Absolutely no common sense at all, an utter disgrace to the term Enforcement Officer.

They should have been sent back to apologise personally to the young girl and in any event all of them,their section leader included, should have been put on an immediate disciplinary.

The idiots involved because even an idiot knows you cannot fine a 5 year old and the Section Leader simply for wasting Public Money.

Why on earth do you need 4 Officers out together?

Suspended without pay is the correct course of action.

Having said that, it is Tower Hamlets, who are absolutely useless, so bad they had Commissioners brought in to run the Council in 2014, who left in March this year.

Kids see this all the time on American shows, kids setting up stalls to sell lemonade.
People have garage sales, I wonder if they're illegal.
Perhaps Car Boot sales would allow it kids to set up stall to earn a bit of pocket money.

Wasn't there an advert a while ago (a Bld Soc?) over here showing a girl selling cups of lemonade?
When I first heard about this, I immediately thought about that advert.

If the sale is on private property and is not illegal, however any income from them "should" be declared for income tax purposes.
