Why does my laptop insist it is 8.14 and my iphone says it's 8.18??
Is this yet another difference between Apple and Windows?

Apparently it is a difference in the way the operating system interprets the signal from the RTC. There is more info here:

My watch has stopped which is great, it tells the correct time twice a day.

I've found the time to be as accurate as the atomic clock via apps such as Time which I use for setting my mechanical watches.
I had 3 watches to turn back an hour yesterday and did it via this app to get the seconds right.

It would seem your Windows laptop is wrong but I don't know why as internet time should be exact.
