We had a water meter fitted some years ago. When the water charges were based on the rateable value of the house we paid a lot more for unmetered water. We currently pay £25 per month on direct debit. To be honest we don't even think about how much water we are using anymore. Shower, bathe, do the washing, water the garden as freely as we want. Even flush the toilet with gay abandon.

Cubit? I thought that was an ancient Roman measure of length (the length of the forearm to the fingertips).

Being in the SW where we pay the highest water rates,our metered bills were £750 a year,halved that by having a meter fitted,no brainer.

I am not on a water meter.
Last Saturday a water main burst and the water was off between 8.30 and 2.

A few days later I received a letter from my supplier Severn Trent advising that I should run the tap to let the water clear (a bit late for this advice) and saying that if I was on a meter I could claim £2.75 enough for 4 baths presumably an estimate amount to run off to let the water clear.

That seems a lot of money for 4 baths

Lets say there are 100 houses in a road, who pay £100.00 annually for water rates, they all volunteer for a water meter, on the supposition they will all half their bills, the Water Company would have their profit totally written off, I know they would be supplying less, but they are unusual in that the commodity, is not the cost entity, in their business, they want more profit not less in this scenario, the cost if a unit of water would rise accordingly.
