I watched one doing that in a shop in Paignton, the bird was a Herring Gull, the shop door was open though.

My son was sitting on a wall on the seafront with his mates eating an ice cream , a seagull walked towards him and stood in front , from the sky a seagull swooped down and stole the ice cream , he was convinced the one on the ground was a decoy to distract him

Susan, A similar thing happened to me in Cornwall!
I was walking along the footpath proudly carrying two 99's for two of my children when a seagull swooped down and nicked the flake and a dollop of ice cream from one of the cones!
I was so incensed, l went back to the ice cream seller and said he should warn customers or have a sign up!
