I don't know what the Registration process is in Hawaii but I'm guessing that the Doctor or Midwife who attended the Birth may not be around when the Parent registers the Birth and signs the form - they might be busy delivering other babies or off duty. So, the Form isn't stamped as accepted by Registrar until Attendant's signature has been obtained.
Or perhaps Mum just mistook the date by a day - it's an easy mistake to make - when you've just given birth, all the days and nights merge into one long round of feeding & changing!
Anyway, it's all academic now - he's only in office for a few more days, so not sure why it's even been raised on this thread about Obama's Farewell Speech.
