How do you define 'greatest'? Sales? Achievement? Longevity? Importance in the history of popular music?
If we are including individuals, it has to be a toss up between David Bowie and Bob Dylan with Dylan shading it, I reckon.
As for bands, much more difficult. The Kinks for more or less inventing English rock music? The Beatles for being The Beatles? Led Zeppelin, arguably the greatest rock band of all time?
I think it has to be genrefied.

I remember some years ago, The Blockheads were labelled as the best band in the World.

I saw them four times, I was so upset when Rick Parfitt died...still makes me sad now.
