Strength first, courage next - or courage first, then strength?

Very difficult to answer, they are both important, but I think courage first, because a weak person can have courage.

Thought you might like to see these words I just found from a Cherokee -

An old grandfather speaking to his grandson about what causes violence and cruelty in the world.
"In each human heart there are two wolves battling one another - one is fearful and angry, and the other is understanding and kind".
The young boy looks intently into his grandfather's eyes and asks,
"Which one will win?"
