In the first case the fault lies with the owner.
A six month year old Rottweiler should not be running after people in this way.
It sounds like many dogs that are kept constantly chained .
Having no where to run they are often tormented become defensive and mad with frustration they break off the chain and attack the nearest usually innocent passer by.
The dog should be removed from the owner and given to someone responsible or the owner should be forced by law to attend a dog training course at his own expense.
