The popup you are seeing is nothing to do with Photoshop. As you know Photoshop just pulled the rug from under everyone's feet by charging them near $400 a year to host pics.
When they did this, every place where a picture has been linked to in a website was replaced with the image you are now seeing.
So what's happening is you are getting a popup for . . . something, most likely just some advert. But the company where it came from obviously hasn't yet agreed to pay Photobucket for photo hosting and so their advert shows the default Photobucket image asking to update the account.
So I'd say this has nothing to do with you or your own Photobucket account. This is just an ad or popup from someone else who hasn't updated their account. Could be an ad for anything.
How do you normally restrict adverts and popups on your iPad?
