Jackie, this is only while they are teething usually.
As you have found out, sometimes one is up and the other down, then they will alternate. They look so funny some days, as those ears have a mind of their own.

If they are not permanently up by about 6 months, they have usually given up!

Once they are up permanently up, the only other time they might droop is a good indicator that they are feeling pretty poorly.
GSD's have wonderful 'talking ears.' Keep an eye on them.
I will for sure be watching them!
I'm very curious to see where they end up!!
