Roses and Pinks are my two most favourite flowers. I have a collection of approximately 30 Pinks at the moment, and take cuttings each year of my favourites.
Every year, a few of them get this problem of 'empty buds.'
Can you see
tiny, minute little brown bug type insects clinging to the stems anywhere? They don't move much, just sit there in groups.
If there is a heavy infestation and its left untreated, the leaves start getting pale and yellowy, then the buds are hollowed out, just leaving the outer casing.
Is any of this familiar Ruthio?
I am not sure what these things are, unless they are Scale Insects, but whenever I have an infestaton of these on a plant, if I don't spray quickly, the insides of the buds disappear.
That's the only time I get this bud problem - when I have got those tiny dark brown things clinging to the stems.

After all that, I also agree with Aerolor and it could well be earwigs, as they eat buds too.
