This is most peculiar Pesta, I don't understand it.If you try and grow tulips (or most bulbs) from a seed, it takes several years for it to mature enough to flower.
I have never heard of anything so strange.
In fact, I am even wondering if your neighbour could have got confused and given you something else in error, as they certainly don't look like black tulips, do they.

Those little things in my pot don't look much like tulips, but the parent was - definitely a black and beautiful tulip
