Balance transfer..

I'm getting sick of banks constantly sending me invites to transfer my credit card balance.
For a start, I have no acounts with most of these banks and for another, I have no balance to transfer.

Do banks have some arrangement with each other to keep credit balances moving around - like musical chairs?
