Looks as though it could be Norway Fishing Agreement.

Not sure of course, but could well be Norway style fishing agreement on the cards. ( Macron of course is spitting feathers)

Look at it from the norwegian side. Up until now they had yearly dealings with the EU, which included the UK. Starting this year (becoming effective in 2021) they have to agree on amounts of fish caught in each others waters with both the EU and the UK. For nrvegians both these agreements are influenced by a deal the UK and the EU may close. Complicated.
