Yes they can .However there is no need for mail to go via Jordan it can go to Israel and will be delivered .
However the postal service in Israel is terrible and lots of post is delayed for EVERYONE .
As in many countries mail is often sent to Post Offices and collected from there that is why when sending mail to Isreal it's best to put the phone number of the recipient on the outside so that the PO can call them.
