The SNP are only where they are because of the demise of the Labour party. Scotland has always had a strong Labour vote.

Aye, there's the rub. Instead of Labour being a thorn in the side of the SNP by keeping a balanced parliament at Holyrood, the loss of Labour seats has made the SNP the thorn in the side of the Westminster parliament.

Well, I suppose the SNP is the lesser of the two evils.

The Labour party is not only troublesome, but dangerous too.

The SNP is small enough not to have much of a sway in Westminster (unless they ally themselves with Labour), and the fish woman is more of a clown than a threat.

Oh yes, thanks Scot. I had second thoughts as I was understanding that it was £20 million over a period of years.

That seemed low compared to some English Councils.

However, reading the link you gave, it is correct according to the forecast for the next 12 month period.
