I'm must be missing the point ... the article implies it's down to the long drawn out cost of their applications for permanent residency along with an NHS surcharge.

What's the realistic alternative? Just let them all in? House them, educate them, support them financially and give instant access to health care with no questions asked or regularisation?

It seems they are already here, apparently grew up here and are now being given second rate status because of a change of climate. This is why they should grant an amnesty for anyone here already and start from year zero for any new entrants :
