Breast Cancer Drug Too Expensive

I see the government are saying the drug AFINITOR, for breast Cancer is too expensive to use ,and should be removed from the list of drugs avaiable to advanced breast cancer patients,but it will be available in Scotland and Wales.
Nice also recommends ibrutinih used to treatlymphoma should be removed from the list because'the price offered by the company [janssen] was still too high
