Yes, the sink bowl normally blocks the view of the tap C gasket and nuts and there are tools available to overcome this.



Tbh, if the taps really were inaccessible, it would probably only take an hour to remove the sink, remove the taps, change the valve and then refit although I get what you are saying, it's not ideal. I have had to do this a few times in the past.
