It is not a deterrent at all, it does not work in those Countries which use it.

Can you prove it would not be a deterrent?
In which countries does it not work?
Do you have any evidence that if those countries decided not to use it any more the level of such crimes would drop?
And quite apart from that argument, it is a plain fact that if a murderer is hanged he would never be able to murder again.
