Hi Summer. It's advisable always to buy a Wisteria that is in flower at the time then you can pretty much guarantee it will flower yearly. Also buy a grafted one. I have moved house a few times over the years and always have to have a Wisteria. I learned the hard way by buying Wisteria that were not in flower or grafted. None of them flowered well and some not at all.
