I had that stutter on youtube with W7 and it is not the microsoft platform, I found out it is caused by the computer settings. I deleted the stored cache and the browsing history as well as cookies and that cleared it. if doing this write down passwords first as they will need re typing.

here is a step by step solution

Google chrome

3 dots on the right
go into settings

GO INTO ADVANCED

CLEAR BROWSING HISTORY

TICK boxes for
Clear browsing history
Cached images and files
cookies and other site data


Then press the blue button

that sorted out stuttering on my computer

I really regret upgrading to Windows 10, but by the time I realised I wanted to go back to Windows 7 it was too late.

I've now installed the Creators Update 1703 on an 8-year-old Aspire 7735 4GB laptop PC - the process completed successfully first time .....

One thing I have noticed is that the number of settings to be checked has increased to cater for multi-device and multi-platform integration .....

Luckily, I have only 2 devices and one platform .....

An issue that I have discovered is that the Windows Defender Scheduler fails with error (0x2) which is caused by error (0x80508018) when running a scan.

0x80508018 ERR_MP_SCAN_ABORTED This is an internal error. It might have triggered when a scan fails to complete.
Apparently, other users have encountered other issues with the new Defender.

I use VCL media player for watching videos no need to update my windows7

Yes, I used to use VCL with Windows 7. Worked well.
