Most of these fans are speed controlled (which is why they have three or four wires not two) and only operate when the temperature of the microchip increases above a certain point. The noise is usually caused by the speed of the fan being increased higher than normal because the heat sink is blocked with dust.Remove the dust and either the fan will never run or it will run more slowly, less noisily and only intermittently.

That power supply probably has a fan inside.
That may be the fan which is screaming for attention.
Just a thought.
