Well councils have been known to disregard certain laws as we all know, either by mis-management, ignorance or plain abuse of power.
Don't tell me that all councils are above board, because they certainly are NOT.

Finished by this : referring to amendments to RIPA. and the reasons for the amendments are fairly clear.
So first you say they can't and then you say they can access emails .

I assume you were a council employed, enforcement officer ? Similar to a bailiff or car park attendant ?
