is it nuts for wirral to fine a cherry pip dropper ?

inspired by watching the best morning show on tv - wrightstuff ch5 at 915am every weekday morning.

it is a flaw
and its leaving most bitter
the village won't receive hardcore
clearly told its litter.
people who smoke
to the environment it will cut
this pollution is making all choke
please turn away from my butt.
the council are at fault
on vision is blinkers
please ignore the youths with beer and malt
perfectly acceptable and welcome are street drinkers.
pips and seeds are like plastic
its not natural to biodegrade
please see this as sarcastic
from the village all waste will fade.
in camden piling is rubbish
it is a problem with no ariel
no fines or wardens to tarnish
maybe camden needs a bit of wirral.
i did become a cropper
poetry was on pile with peel from oranges
is it really ok to fine a cherry dropper
as camden has dirt, litter and syringes.

Depends where they are dropped really, an apple core in an appropriate place will decompose and add to nature, on a town pavement it becomes a slip hazard and someone has to be paid to clear it up.

So no clear answer as it depends where it's dropped.

Anything doesn't decompose naturally to add to nature is litter where ever it's dropped so I'd not fine people I'd just give them a black sack and rubber gloves and say clean the streets for an hour. I think that might cure them quicker than fining them.
