Very true if the pavements and roads are not cleared, but the Russians know how to deal with snow and ice and clear it as it falls.
In Leningrad (as was) now St;Petersburg back in 1983, we had a blizzard overnight and the airport and the 'plane I was due to fly back here on were smothered, not in snow, but solid ice. Took the Russian ground staff about 40 minutes to de-ice the 'plane and clear the runway and aprons. Our 'plane left on schedule.
