It was a military mission in 1964, as the Russians were so far ahead of them as to be embarrassing and humiliating, Uncle Sam don't like that. Nuke everything fever was in the air at that time.
According to former Lockheed scientist Maxwell Hunter, who worked on the program, "It was a military idea -- that you might be able to create a weapon by artificially pumping up radiation in the belts by detonating explosions in them and trapping the radiation."
Trapping the radiation in what? for Gods sake.
With gobshites like Maxwell Hunter around it's a wonder we weren't all burnt to a crisp in the 60's.(So that's where they got the idea for Maxwell Smart and the Smart Bombs.
) I never believed one word that ever came from a government agency, especially the US government, who seemed to have at last mastered the art of fooling all the people all the time.
One thing I'm sure about, if any serious damage had been caused, the Russians would have been blamed.
