Personally, I heartily abhor all of this 'eco' nonsense.

I shall continue to drive my 14-year old diesel car until either it conks out or the government offer a generous scrappage scheme that makes it worth my while.

I don't care where they impose their ridiculous parking and city centre charges; I shall just avoid those places.

I believe they are considering taking out all the speed bumps also.

Yes, and pinch points.

Both of these cause drivers to slow down and then, once past, step on the gas to get back to speed, which begs the question "what have they achieved?"

I agree that some idiots will speed, and that can be dangerous, but speed cameras would be more effective.

They speed down the road outside our house and, when the local councillor asked residents their views (just before a council election!) I mentioned speed cameras. What did they do? They put up a couple of 'slow' signs!

But they do slow traffic down .
In towns there should IMO be a blanket speed limit of 25 .

It's a good idea to remove the Speed Bumps, the material can be used to fill the Potholes.
