Is the whole thing some sort of lamp. The lid with the slotted tube could be upturned and put on a pole with the tin placed on top of that.

No, the slotted tube on the lid is the candle holder.
However, as you can see, there is more inside. Unlike my previous offering, though, it isn't something that no-one has ever heard of before!

Does the thing that looks like a handle inside the tin fit in the slot of the candle holder?
I have seen some where the candle can be pushed up as it burns down, if you see what I mean.

Is the handle like thing some sort of lighter/snuffer?

No and yes. The thing inside is something to do with lighting the candle, in a roundabout way!
