HiSome facts of life.
A population of 175,000 and 17 police officers on duty at nights.
Two huge nightclubs and 300 kicking off, not a lot you can do without the numbers of officers.
Not all the Police Officers are trained and equipped for Riots.
They have to be kitted up and transported in, so you have a couple of hours of chaos.

Identify the ring-leaders. Pick them up afterwards.
