Some of that traffic probably doesn't even want to be on them, avoiding them isn't so easy sometimes all sign posts seem to always try to send you onto the motorways even for short journeys.

On trucks, from what I understand foreign trucks fill up before coming into the uk and not over here because it is cheaper. So in actual fact they pay nothing to use our roads.
The government should make all heavy goods vehicles stay on the inside lane, how many times do we see one lorry trying to overtake another mile after mile?

One of the reasons our motorways get clogged up is because of drivers only going from one junction to the next, this is not what the idea behind motorways and why they were built.

Another way is to make lorries from abroad import their goods to the nearest destination port. This also would cut down those Dover to Scotland/ north of England type runs
