Brickies In Dresses! Ingenius Or Daft?

The bricklayers in this article below were, due to Health and Safety rules, not allowed to wear shorts on building sites but they are allowed to wear dresses or skirts!!
Are they ingenius or daft?

Being married to a builder who has really been suffering with the heat recently, I can understand why they have done it and Im now going to sort through my wardrobe to find something fetching for him
