I agree with you about the harsh sentence, of course. If that were to be handed out routinely these days the prisons would be overflowing, going by the number of cyclists I see without lights - and that's at night, of course.
On the other hand, the entire judicial system seems to have gone to pot these days. The majority of sentences that I hear of are just laughed at by the criminals who receive them. Many are no longer sent to prison for crimes that would have certainly incurred a spell inside when I was young. Perhaps the government is encouraging this to save the expense of building more prisons.
In my opinion, the police fail to respond for one of two reasons: either they are understaffed and cannot afford to assign staff, or they too are disillusioned by the lenient 'punishments' handed down these days. If you know that some doddery old fool behind the bench is going to give a criminal a virtual slap on the wrist, why bother?
The whole system needs a good shake-up. Idiot judges sacked, prisons changed to basic accommodation instead of four-star hotels, and police numbers increased. God knows we're going to need them because I can imagine crime is going to increase as it is being actively encouraged.
