For one, the article does not state (unless I missed it) whether a .338 mag was being used or the .338 ovp round.
Yes, it will be going subsonic at that distance and will have lost a lot of KE.
It could be down to around 900fps @ 1800m. It's energy could then be likened at that point to something like a .45acp being fired at close range, and that would struggle to go through a head, then a chest and then ricochet.
The .338 is a smaller diameter, more aerodynamic which would make a difference of course.
Maybe it really was one in a million / lucky shot and the story has not been exaggerated?
I see nothing wrong with questioning these things though!
