OH swears its the fine and release culture to blame as well, esp for repeat offenders.As he said when he was young you were picked up, spent a night in the cell and had to appear on the monday morning at the magistrates court.
That meant you had to call in to work to get the morning off...
For many people the threat of loosing thier job if the boss found out and the sheer shame of standing up in the dock meant they never got that bad again.
Nowadays its a sort of sport ..
