Another poorly stated question ! I suspect what the question really means is:

What is the term used for the perceived changing in siren tone when an ambulance or police car approaches or drives away from you?

In which case it is the Doppler Effect

I once met an African grey parrot who would regularly impersonate a police siren complete with the Doppler effect. Very funny.
