Easily.
The police were only trying to remove individual perceptions from the events when the mob ran riot. Otherwise there's a danger of PC Plod telling what he saw relating to what he could see and not the whole event.
As for unlawfully killed, all that means is that circumstances resulted in death and it was not as a consequence of the actions of any individual. They died not because of a criminal act, not as a result of misadventure, not by their own hands, but died because of things that happened outside of any act that was deliberate committed by the law.
If the same sort of thing we're to happen today with the state of knowledge gained from unruly mobs and the events that took place at Hillsborough then and only then might the police have a case to answer.
Because unruly (and no doubt a large number of "excited") mob behaviour was unprecedented it really is 100% down to the mob themselves.
