Not quite sure what this question means but I'll take it as presented. My answer is... not necessarily. For me it's about your intentions and reasons for being in that place at that time. An easy example is a bank robbery. It occurs in your own suburban branch at 11.30 am. Your have placed yourself there in that branch at that exact time to innocently carry out your banking - yes you like to do it in the old fashioned way - with a real person. Then the bank is robbed and you with other are told to eat carpet with a shottie pointed at you. Are you complicit in this crime?..Of course not. You know the perp but were you in any way involved in the offence?..Did you help plan it?..was it your idea?...Just because you know the perp it still doesn't mean you are complicit. But if you knew it was going to happen and you did nothing to stop it, then you are tacitly enabling the offence. Then you may be complicit. You need to tell us the details.
