Thats what these ( usually Asian )slum landlords do they make a three bedroom house into horrible cupboard rooms for six or ten people and rent them out .

They may still may want their family to visit them and be able to put them up .
They are average houses that are no longer needed as families have left home, perhaps a partner has died. Often the ground floor can be redeveloped for an elderly person who needs everything on one level and the first floor ends up almost deserted.
This happens a lot to people who for whatever reason are unable to downsize. Bungalows are like gold dust and often far from amenities.
You may have three bedrooms but from what you say you are not yet elderly and are still fully mobile. Many young people these days do not have large families, they don't crave a garden and just want a place to use as a workday pad.
It's not for everyone but giving people the option could vastly increase the amount of housing stock available. What's the point of building all these matchbox lego style tower blocks when you can convert existing houses made for real people?
