Funny thing about insurance. You pay to have it. Then if you make a claim - your premiums rocket............and THAT is how they finance insurance claims - from the insurer. That's you and me!
So in this case, Tedc is right! They may pay the sick person who makes a false claim................then the tax payers pay that by increased rates!
Someone (Local Councillor?) has been and pulled the top covering off - no, it hasn't just broken up - the pieces are gone - so now there is just the hole. Still a hazard as anyone could catch their foot in it and fall.

Contact the council and report this, ask for some form of warning to be put there. Something like a warning cone or safety fencing as the utility companies use. Not much else you can do other than be the helpful citizen and think of others as you already have done.

It sounds like a hazard, but they don't usually do anything until someone gets hurt!
