All wild animals are automatically culled by natural processess
when their numbers become too numerous for their environment.
Either by means of starvation, desease, or heavier predation!
This process may take as long as several years to be completed
and causes much stress to the animals, which in turn causes
their fertility rate to fall, also assisting in reducing animal
numbers.
The same process then also controls predator numbers because
their are less animals to eat, until balance is again regained.
You have probably allready guessed who the only animal is
that this law does not apply to, this same animal is also
responsible for breaking the natural cycles that are supposed
to control life on this planet, by claiming huge areas as
personal property! and erecting fences etc, thus depriving
migratory animals of their range, thus causing over intensive
grazing, which then requires culling to keep land productive!
