Yes, legally he could not run. That said, there is no way the Republicans would run him again; he has put the final nail in his own political coffin.

I think the point being made in terms of the impeachment and all the arrests and subsequent punishments is that the rational reasonable people in this nation have zero tolerance for what has transpired in the last week when it comes to the attack of our Constitution and its institutions. It sends a warning salvo to the extremists on both ends of the political spectrum.

Update: The House has voted to impeach with ten Republicans crossing party lines to vote in favor of impeachment. The House will not convene until Friday, and did not send a resolution to the Senate before closing today's session. Immediately, the Senate leader, Mitch McConnell, released a statement that due process by way of Senate hearings, cannot be completed before the inauguration, and these hearings must be conducted before a vote. There is no precedent for impeachment after a president has left office, but it is not impossible. It will be seen whether or not other legal avenues will be pursued.

....and a few hours after the House's passage of the impeachment resolution:

Representative Marjorie Taylor Greene of Georgia is Filing to Impeach Joe Biden the day after the inauguration for "being bought off by foreign governments, Chinese energy companies, Ukrainian energy companies."
