I still haven't bought a proper photo editing suite but may do so now I have the new pooter.
GIMP is a free photo editing suite, and it's the next best thing to Photoshop.
Just be careful that you don't download any extras that you dont need.

For simple editing you can't beat IrfanView - it crops, resizes, sharpens. adjusts colour and insets text.
It's free to download and so easy to use.
