We have got a couple of wind chimes in the garden, they must be low as I can only just hear them. So don't think they will disturb the neighbours.

I have a low tolerance to such sounds, which I admit can be enjoyable for most people.
Now that drove me to distraction a few years ago, next doors had one of these Hot tubs and the pump was going all night I sleep with the big window open wide and the noise not loud but I could hear it kept me awake night after night, thank goodness they have now moved and the new folk had the hot tub taken out.
