The real wasted funding is spent on bigger ticket items such as the abandoned IT project. If better decisions were made on Multi-billion big projects then more money could be spent on policing the low value high volume bits like how much a rubber glove costs.Re: NHS Malaise

Not an echo, the inference was that this was a bottom up initiative. But such ideas are top down originating somewhere in Westminster. The government comes up with ideas that sound good at the time but then they don't bother to come up with a concrete plan. They delegate that bit to highly paid management consultants and project managers. So they throw money at organisations expecting magic. There's no proper control. With HS2 they created a whole new company to implement it. They publish their expenses online if you're interested. There never seems to be adequate financial control because there is a "nail a square peg into a round hole" mentality where a politically charged project is involved.
