Some sort of gauge? Measuring distance between two things with holes in?

It has a number stamped into the metal at each end of the plain section on all four sides, so eight numbers in all. Some numbers are odd and some are even.
No two numbers are the same.

It is a double ended file but has no handle.
That's interesting. Looking once again at the picture, both ends look the same regarding number of flutes and size, but 8 different numbers would suggest 8 different files for 8 different sizes or types of metal.

Perhaps it's not to file metal, but some other material. Wood? Or perhaps 8 different materials?

Yes to the eight different sizes of files.

It is designed primarily for filing metal, but could be used on softer materials. It could be used on wood, but the things it is designed to be used on would not normally be made out of wood, although it is possible.

Whilst it only has one function, there are billions of items it could be used on.

It is still used all over the world in coal mining, though.

Now, what is its function?
Remember, it connects two (steel) ropes together, it is involved in lifting, and it is a safety device which is explained by its complicated structure.
Come from a family of miners .
My grandfather and great grandfather were both down t’ pit.

Well, I'm sure they would have recognised that item.
May I ask what part of the country they (or you) were from?
I'd add that I have every respect for miners. It is hard and dangerous work.
Ever since I ended up teaching about coal mining as part of an annual school local history project, I became really interested in that industry and learnt a great deal myself from taking the kids to a local mining museum.
I even bought a safety lamp from one of the parents who knows someone who restores them. I think it cost me something like £50. I've just been looking on the website of the company that restores them and seen that they cost between £300 and £600! What a bargain!

Sorry to stray off-topic, Fruitcake!

It is not used for any specific industry.
It is a general tool that can be used in any industry.

A vacuum can be used in a car, a hotel, a hospital, or a home, but it's primary function is to pick up dirt.

This tool can be used by anyone in any location in any industry, but has one primary function.

So it's a file for fine detailed work. Is that the answer then, or is there something more specific?
