Julie, I believe something can be done to help you, its just some people in authority are too lazy or not up to date with the law.
At the end of October just gone, the government made another amendment about 'Out of control dogs', its called a "Community Protection Order". According to a write up in my dog magazine, these Orders can be issued for dogs simply barking in their own gardens or growling at strangers, and the owners need to be able to prove they can control their dogs behaviour or action can be taken.
I would Google it if I were you and gen up on it. I've had a quick look under "Community Protection Orders for dogs", and there is a lot of info if you have time to read it.
